Need Advice (Twin Sword/Bow User)

Hi guys it's my first post here but since i have a question i'm doing it along with a introduction . I'm Tatsumi and i'm a Twin Swords/Bow user. I recently finished Kyoto and won a Ougi with the Gacha Ticket so i'm not sure wheter i should put it on my Bow or Twin Swords, the Ougi is set 3 and the skills are:

For Twin Swords: Thunder Beast
For Bow: Water Cannon

Worth noticing that my next twin swords will probably be Chidori which increase thunder damage, even so what do you guys think its best?

Put it on the twin swords, BUT not at kyoto, do it somewhere in late game, considering how rare ougis are. If i were you, I would get a dousetsu mag, and a chian mag. Then put the Ougi on a cypher and youre set
