I have a feeling its only for newbies since its a level 8 char. (Similar to how new characters have 10 revives up until clearing Kishinden).
Boost is active inside and outside yukata festival.
No boost on my higher level chars.
No info on official website, maybe now that those boost icon's exist, "boost event" is only now visible.
