I honestly have no clue what to tell you anymore, if you're walking around and supposedly talking to the correct npcs (which I don't remember), then it's likely some sort of glitch, or they're content capped. Normally a Kijimina is shown if content is capped, but i'm assuming that you're not sure what that is, as if you were able to read japanese, you would likely be using that forum board instead. Hence, my only suggestion is just to switch off Xbox cause that'll end up as the most behind server anyways ;X
