How do I add skills to my weapon?

I haven't played in ages so I forget. How do you add skills to your weapon again?

Skill Cards, which you click on when you have the weapon equipped. It'll override a skill at random though, so be absolutely sure you're decided on what you want. Same with Ougi Skills, though you can remove those with Extraction Cards.
