There is only register and no login,Is this game open yet and we can play or not?

we have about 17 minutes if I converted the server's time to my time correctly before the server is officially open. Right now we can only pre-patch the game

In the bottom left screen i have Download 25% its stuck there jesus.Btw im from malta a place in europe can i play this game or not since im not in america?
