No, it is not.

is axe an Aoe weapon? because when i use skills such as splasherIII and Static axeII they seem to have the reduced dmg effect when hitting more than 3 mobs

It is an AoE weapon in the sense that it hits multiple enemies, just that as you said the threshold for enemies hit before damage reduction is relatively low.

Damn... Then do you know how much a weapon with Steal Attack is worth?
I saw one on the bazaar for like 50 OC, kinda pricy o.O

Considering it one the few skill you get from the card, it can be around 20-60 C, depending how high demand it is, and it easier getting those into game (new accounts), Unlike ougi's.

What would be a good matagama to get now that I have max affinity for Odachi?

The description for the bow skill "Je t'aime" reads:

"Drops a Friendship Amore when landing a killing blow."

So, if I put this skill in a high level bow, then enter an extremely low level area(Outside Onigashima), can I just get infinite Amore's?

Or are the drops cut off when your level is too high compared to the enemies you are facing?

Also, is the drop 100%?

I would say honestly from what People told me, it a 50/50 chance.
