I can't use this gacha tickets. and it says "this item will be deleted during a future maintenance"

Same. They took out the premium gacha and replaced it with new years premium gacha during the previous maintenance. I'm guessing the ticket was meant to be new years premium ticket. Hope they'll let us keep the tickets for possible future rolls...
