I got so many magatama from quest some of them are only lv 5 and lv 3 I'm lv 9 and i can't equip them. Is this a bug?

You've probably reached the chakra limit. Try checking the green number next to the magatama and when you hover over an unequipable magatama whether or not the number goes over the limit.
