Do partners have to be summoned for their abilities to go into effect?
Example: Does Miroku have to be summoned for his shop effects to work??

No, you only have to level your friendship with them/have them unlocked to use their partner abilities. Of course, this doesn't include combat abilities but everything else is automatically in effect once unlocked/leveled up.

Based off this they all drop in Daiku Cave, Solo Hard, while Red, Blue, Purple, White and Black are found in varying amounts up until Izumo's field area.

I would say going full mnd is viable but it would be recommended to disperse some (enough) pts into wis to get any necessary benefits from that stat as well.

I'd say just go full Mnd, the staff offensive skills aren't bad at all. But yeah, you want some Wis at some point for the SP reduction it gives.
