I got it from the boss in the dungeon near the water or whatever it's called in kyoto. The boss that has a floating head on a wheel with 2 hands.

you can get the sekigahara cake from Mitsunari from Netherworld

go to east base , talk to the Keiun the secretary and choose any mode then fight your way until you get to boss room, defeat Mitsunari and drops a sekigahara cake

Fish eyes can be found by dissolving some magatama. I don't recall which one specifically. You can always check the Onigiri wiki(not to confuse with the wiki of Onigiri(food))
