I don't think she's Shizuka. This afternoon I was doing main quests in Kaga and I saw a picture of her with all available partners. So she must be someone else.

Not exactly, more like it is a drop that was identified to have a mediocre grade. This looks like it has been smelted and enhanced to perfection ( Grade 99 ).

Her name is Venus. That's all I know about her.

Yeah as someone above said I also think its Shizuka's mom. That's really only because I cant think of any other explanation though. Considering how alike they look that possibility does seem pretty likely but I doubt we will know for sure until we can go to Edo where Shizuka is from as ive heard we will go there eventually. Come to think of it is JP version there yet? If so someone could probably confirm this either by seeing her directly or finding out if Shizuka's mom is named Venus.
