Is there a way to skill evolve ougi skills?

I currently have my Rapid Storm V, max level and the skill has a double border, yet I'm unable to evolve it.


My Momotarou is also maxed out at the moment.


Anyone have any ideas?

So I'll need a triple border or I'll just need to wait until Momo is higher rank?

Momo just needs to be able to evolve skills to rank 7, no double border is required.

that's odd I guess some skills doesn't evolve. I heard from some people you can't evolve ougi but I got mine to evolve on this vid.
