can rainbow peacock be extracted into another skill card?

You can find this easily out on your own.

Go to Momotarou, and click skill extract - now make sure the box saying "show only extractable skills" isn't check, it will show if the skill can be Extracted or not ,as it list every weapon skill you had own (even if you didn't use the weapon).

Yes, if all the requirements are filled.

You need to max the level of the skills. That's the pre-requisite.

Another requirement would be the extractable skills is 'able' to be extracted. It's confusing, but well.. try it yourself.
