Yes, but not because you're lacking Mnd, but rather due to a lack of Dex and hence crit. There shouldn't really be a difference until much later into the game though.

This is completely and utterly gimping yourself. There is absolutely no reason to avoid building critical rate, which is one of the best, and most easily stackable offensive stats.

One can never have too much of a good ol' crit in any game, even though its a probability stat.
