Unspendable oc just means that you can not spend oc in the bazzar section, but you can spend oc in the shopping the plaza. Most of the time that we have an event that gives players oc will be unspendable.

No, it will never become "spendable"

However, you can use it in the cash shop anyways.

No, unspendable OC have been around for awhile. They are not only from the current bonuses. Unless CS has specifically said so (which they haven't), assume no.
