Seems like
Chidori is a nice liquor for most classes then. Before these posts, I was unsure whether or not Chidori's cooldown reduction was worth a Liquor slot. Now, I'm leaning in favor of using it. As for Ibaraki's level, Chidori is accessible starting at
level 1 (Sommelier and Friendship Level) by giving a recipe to Ibaraki (according to the wiki's
Liquor Shop section).
Unfortunately, Miyako Tachibana and I lost the recipe... so the only other way to access it is through "On the House" by maintaining Ibaraki's
"On the House" Level at 6, which is limited to
Friendship Levels 23-26 according to the wiki.

Thanks to Ryxa's explanation of the P. Attack stat, I can now understand that
Mist Tengu can prove very useful for physical attackers. Mist Tengu is available through a recipe, starting at
Sommelier Level 8 (or Friendship Level 28 and up). Mist Tengu or Asuka can be obtained with Lacquered Gourd & "On the House" between
Friendship Levels 14-16 ("On the House" Level 3).
Also, it seems that
Fuujin Raijin has a similar effect. Fuujin Raijin is accessible via recipe, starting at
Sommelier Level 5 (Friendship Level 15 and up). Fuujin Raijin doesn't seem to be accessible by "On the House."
The magic equivalents seem to be
Evening Echizen and
The Tale of Genji. Evening Echizen is accessible via recipe starting at
Sommelier Level 2 (Friendship Level 3 and up). The Tale of Genji is accessible via recipe starting at
Sommelier Level 5 (Friendship Level 15 and up). Neither of the magic equivalents seem to be accessible through "On the House."

The above 3 are what I know to be typically used, but again, I don't know whether you would find any use for them as you haven't provided much information regarding what you are looking for other than "What is a recommended friendship level for Ibaraki, and what good item is accessible at that level?".
Quite an understandable comment about choices of Liquor due to playstyle & build. (Side-note: I plan to be a DEX-type, leaning more towards twin blades.) I'll look over the two resolute alcohols and Wheatspolsion in another reply since this one is already lengthy.

continue answering the original question, I would look over the underlined levels and recommend one of them, like so:
"Hmmm... if someone can't get Chidori, maybe friendship level 23 to 26 would be good. Chidori could be 'on the house' like that. Plus, a player could buy Fuujin Raijin (or magic equivalents) in the shop at that level, right? Maybe Fuujin Raijin could replace Mist Tengu... Yeah, I guess I would recommend keeping Ibaraki Douji's friendship level between 23 and 26. My recommended level could change depending on the level that players get a 3rd Liquor slot... or maybe when I know more about the game in general."
TL;DR: From my (still) lacking understanding of Liquor, a recommended friendship level for Ibaraki Douji is between 23 and 26... if you can't buy Chidori from the liquor shop. Read above (just one paragraph above) for my reasoning. Reading even higher, you can find useful Liquors corresponding to underlined levels.
