Ryuura? I'm not quite sure what level you're looking for. Also, for the skills, you may want to look through
these and see if there's anything you like (cards 2->5 and maybe 7->9 inclusive). Anything else would probably need to be V rank at most.
For magatama, I'd suggest levelling your Miroku so you can collect them from bargains. If you want good ornaments, you'll be burning through a lot of magatama so buying them isn't too realistic unless you're willing to spend a lot of oc.

You may be able to find these in Onigashima from the bazaar list every now and then. I'd suggest getting one at +0 for somewhere around 200~300 oc. +100 would probably be something like 800+ oc from what I've seen. There are currently only 3 types of garg weps, though. We don't have the abyss garg on the us version just yet...
edit: +0 should be ~100~250oc. Prices seem to have dropped since the new weps were introduced...
