Hello. I like to make friend with everyone no matter high level or not. You should stay on one character and focus leveling on that character. Easier for your friends to contact you

Yeah you're right I shouldn't make new characters, learned that the hard way but good things did happen for me today. I got the 8th Squad Commander Clothing on the first try with my first gatcha ticket, I met a GM and I also came across some people who saw this forum post
