How to put the same skill on a weapon

This has been bothering me for a while now but how do the other players attached the same skill on 1 weapon?

Ex: Spear
Water Dragon V
Water Dragon V
Water Dragon V

Correct me if im wrong but it was something like this.
How can that be possible?

Get a lower rank of the skill and evolve it. Rinse, repeat.

Alternatively, some of these weapons may have originated from when double skill change was still a thing, as it was apparently possible to skill change two of the same skill onto a weapon at once.

A lower rank of the same skill? But wouldn't that just replace the skill you just evolve? Because when attaching a skill it will randomly replace 1 skill slot if im not mistaken. And the skill change from Yoshitsune isn't guarantee that you will get the same skill.

That's your answer. You just keep using skill cards until you get the ones you want. For example, I spent a total of about 15 cards to get lunge step 2/3/4 onto the same sword.
