From the description it means an issue about an addware (program that pops out adds windows), there are two cases first one will just annoy the hell out untill you erease what triggers it or its a virus which it would stop being an addware to be a malware (malicious program that damage computer and compromise your information) petty much the same that previous but needs to be ereased as soon as you can before does heavy damage

Addware bassed programs auto install and auto execute so take care what places you go on the internet

Since Anti-Virus can't find it ,so I tell you guy to be careful.
This thing also lead your keyboard and mouse error.
Can't click properly and can't type anything.

Its a malware, you need to take your hard drive to be exorcised (someone run a good anti virus to find it but it might corrupt anti virus so be careful) do it soon since the scenario before the worst one its giving new format to hard drive

Don't have to format.
Just delete correct registry and file.

PS. Avast can't seek and destroy this Malware ,furthermore , also can't protect you from it.
