Adding OC on Japan server?

I've been trying to buy OC on the Japan server, but no luck. Visa card is registered with Visa Verified, never had an issue with it before. But when I try to buy OC on the Japan site, I keep getting the same error message and it returns me to the screen where I enter the card number and etc. Has anyone in Canada/USA found a way to add OC on the Japan server? Any help would be appreciated.

Fill out some Japanese government forums to register your card for their weird program thingy.

I do not recommend attempting to do so without either actually understanding Japanese (which is obviously not the case), or the acquisition of a translator.

Well then... I will just open a bazaar and see how that goes.
