It's the effect of the mist. All partners in Oushuu are somewhat gimped because of the story line.

I am not talking about what is wrong with his appearance. My Miroku Partner is at max, yet the items being sold are low. All the other Partners but Miroku are fine in matters of their Interactions. The mist has nothing to do with it.

Actually the mist has everything to do with it. You notice for the most part the partners are fine...
Also notice all partners have an altered appearance; you can't give any of them presents either. (all of them are gimped in some way or fashion).
...Finish the story quests, you'll see what I mean.

But like I said, the interactions of all the other NPCs are all the same (excluding Miroku's Buy option and Friendship Presents option). And yes, I already completed the story quests.
