You may need to uninstall the game using the uninstaller, then manually delete a settings folder before you re-install, since any corrupted settings/patches might not be fixed if you just reinstall on top.
Follow step 2 below to see if that fixes it first. If not, then do step 1-3.
Complete uninstall/re-install:
1. Uninstall the game through Window's Add/Remove Programs.

2. Open any folder in Windows (my documents, etc.) and type the following into the address bar and press Enter:
%appdata%
Look for a folder named
cobra and rename it (e.g. cobra-backup, cobra-old, cobra_, etc.)
This is your onigiri settings folder, which may have been corrupted, causing your patching to fail.
Once your game is working fine, you may delete the renamed folder, if you wish.
3. Re-install the game.
Start the game normally and it should download updates (through the launcher and in the login screen.)
You should get a new cobra folder:

You'll need to enter your login again since your settings were in the renamed folder.
