Says 120 by default, but most of time won't allow more then 40.

Hmm. I've never had that problem myself, nor have I ever heard of anyone else having it. Sounds like an error specific to you. My first suggestion would be to reinstall the game. If that fails, contact CyberStep directly.

I'm playing on xbox one, but I guess I'll remove and reinstall and see if it helps.

Oh, you're on xbox one? I've only played PC so I know nothing about problems that version has. Other than the story not being up to PC yet, and lag being insane compared to PC (which people tell me is bad. The only lag I get is from my graphics card). All I can suggest is contacting CS. They'll fix it in 5-50 years.
