I cannot talk to Lady Shizuka AT ALL.

I've been trying and trying to talk to her but she only says one sentence to me and wont let me identify weapons or anything else. I am a level 20 and fairly far enough in already so that she should be able to speak and let me do my things. I have her gifted all the way up, there are no partner quests the only quest I have is called: "To The Underground Caverns" which I am like almost positive you don't need to complete in order to talk to her, I did everything I could think of and even reopened the entire game. I still can't speak to her, I never had this problem with my other character so I'm very confused. If someone could tell me what is wrong I'd be thankful, however she does mention the jewels that I need to get from the quest, so maybe there is a chance and the rest are random. Has anyone else ever had this problem? If this is a extreme issue and bug and if you need my username, obviously a GM/Mod would have to inbox me. Thanks.

EDIT: I can speak to any other NPC just fine.
