Purple Haired Horror

So I'm on this quest called "Purple Haired Horror" in Kyoto. Its asking me to "Consult someone familiar with spells". Since this quest was triggered after I did a few quests for some purple haired mage chick in Kyoto, asking me to help her with her "love potions" I'm assuming they are related. That being said, I have gone to talk to her, but no option is available. So if anyone knows who to talk to for this quest and could tell me that'd be great. Thanks!

Clear Shinoda Forest and talk to Abe no Seimei at the end of the room. He should give you an item then go talk to the NPC that gave you the quest again.
