So here i got my cooldown reduction +20 Magatama.
its supposed to reduce your skill cooldown right?
but why does the skill cooldown remains the same whether i used it or not?
is this thing not implemented yet or what?

Solution : Don't use it. There are still many bugs that could go unhandled, like this one. Better stick with +aspd one.
