Cold Bolt V to Frost Glaive VI

After many sleepless nights just to max out COLD BOLT V. AND here's what i got.. I can't EVOLVE it to Frost GLAIVE VI.. I maxxed out momotarou's partnership level and my ougi V has just been evolved to ougi VI.

Any particular matter that would prevent it from evolving?! is there any chance to evolve it?! HELP

the skill on your weapon does not have a double or tripple layer so it cannot be evolved. you should check such things first, since you can only evolve skills that come with a double or tripple layer in momotaros evolve menu.

The way this game works is not like all we might thought. Skill Evolution only applicable when you have the double/triple layer on the skills. And how? it's randomly selected from the weapons you identify.

You can't intentionally leveling up ur skills to max and hope the skill is evolvable using Momo
