Weapon Affinity Maxed?

regarding weapon affinity, i just discovered lately that when i removed the +affinity maga i equipped, the affinity drops from 3K (whaatt?!) which technically not maxed now. question, when you say build affinity until max, are we talking only about the basic stat points allocated to it or does it includes the +affinity magas one can equip? i hope my question is clear, lol
