What exactly are the requirements for getting Momotarou to evolve a Skill? I've only managed to get him to do it once with a weapon I wanted evolving. I know that he can evolve Rank I to Rank II skills, but he's only done it that one time. For example, my Kokuto Twin Blades have Twin Blade Slash I and Poison Fang I. Both have been maxed out at Level 10, but apparently he can't evolve either skill. It's the same with the Misty Massacre I skill on my Flame Hakuda Twin Blades, and well every Rank I skill on the weapons I want to evolve. I must be missing something, but for the life of me I can't figure out what it is. Any ideas?

If the skill doesn't have double border, then you can't evolve it c:

If the weapon has a border on the skill then it can be evolved. How it is determined if it can be evolved is pretty much a random process.

Momotarou will only evolve skills have have overlapping borders behind the first. You can go to Onigiri Wiki to see what that looks like.

Other Alternatives you can do would be doing a Smelt via Yoshitsune using the option of Skill Evolution.(Please note that this skill evolution will only level normal skills only up to 5. If your skills are already 5, she will not raise it any higher.)

I used to do Skill Evolution via Smelting, but because the success rate plummets with each smelt, I decided it'd be better to switch to Grade Up +6 and Durability Protect 60% instead. More expensive, but the results are better overall.
