known cases for no main quests on list;
Kyoto - Entering Kyoto for the first time, after talking to npc's at start you need to run around talk to all Partners for quests
Kyoto - after Odin, increase yoshitsune affection level to 5 or higher to continue
Echigo/Temporal Rift - Susanoo will stand in Temporal rift you'll need to increase his level to max that available so he can open Aramitama, in additional you'll have to be level 60 in order to enter Aramitama

You mean maxed friendship? (sometimes you have to talk to him so that the friendship cap increases)

Also, as Jakiro said, it'd help if you say what you're up to ie. What you did last.

From what I remember, you'll have to max susanoo, talk to the minimusha in Onigashima and talk to any npc's in the rift with quests, not necessarily in that order.
