Uh... this is wrong. 4:3 is the one that's not as popular. It hasn't been since the 2000's. Nearly every game I can think of that has been released in the past 5-10 years has been designed for 16:9 and they "black bar" to make 4:3. Basically, rather than making a 4:3 game stretched to produce a 16:9, they cut off the sides of a 16:9 to make a 4:3 so neither option has stretched images. This is simply because the international standard for HDTVs is 16:9.
Back on topic: I'm not sure what the criteria is, but certain machines/pc set-ups have more resolutions available to them than others. For example, I have 2 resolutions available to me while you have just one. Others I know have as many as 5 different resolutions. Like I said though, I don't know why some people have more and some people have less. The textures in this game are ridiculously high quality (I think one of them was even close to 4000x10000), but the resolution options are messed up for whatever reason.
