Ougi Rapid Storm Not Working

i got Rapid Storm on my staff... before this, i can use it normally... but after i reset my status, its not working... i can cast... but nothing will happen... my movement speed is the same like not using Rapid Storm... can you help me??

Probably not enough mind

1. Not enough MND (Need 40)
2. Didnt smelt your staff far enough, 1k overall attack stat = +1 to movement speed buff.
3. You used it and rolled too quickly, cancelling the RS.
4. You casted RS when theres too many people around. (RS only affects some people, not everyone in the radius.
5. If none of above, go recheck yourself because your crazy.
