I think that is the minimum bazaar selling price after upgrading to +100, or thereabouts. Probably charged a little for the skills and ougi. If it's +0, then it should be 99oc. You can upgrade yourself to +100 after that. I'd wager plenty of players would love to sell you a similar spear for minimum price.
