I've a few questions

Which spears have innate Water dragon spear III or higher, Ice Blossom IV or other godly AOE skills? And where can I get them? I am level 28.

Are Magatama recipes given at random? How do I get them? Are there specific dungeons for specific recipes? Which are recommended for spear users?

The only spear with innate of either is Ice Ceder, a level 14 with innate ice blossom.

Magatama recipes drop from random hell modes. You should get them from grinding in secluded, so yeah, dw about them

That's a very nice magatama... I need to get that receipe... any clue where it drops? I am also trying to get kibidango an awfully rare drop... ticks me off because wasting level up time trying to farm the bloody thing...

It's given as a quest reward in Kumaso (kill some frogs, if I recall).

I'd suggest not worrying about specific sub quests for now, and just grind.

Thanks good advice... just grind and level up is best thing to do right now. I recently changed from bow and so have no Magatama for spear therefore very weak af...

Pineapple Magatama don't have recipes, they only drop as Magatama. Any enemies within the level range 25-33 on a Hard or Hell dungeon should drop them.
