You need to progress the main story line to unlock more stuff from partners.

Indeed you should have that already.
You get smithing when you have to make an Odachi weapon in Onigashima.
You probably didn't do that quest or somehow didn't got it. Check if you missed anything (if that's possible).

Try these things:

1. The Onidachi recipe must be in your inventory, not in Shizuka's Storage. For some reason, recipes are the only things you can't hand over to NPCs if they are in Shizuka's storage, but quest items can be given, no problem.

2. Enchance a weapon to +10. A lv.1 will do. I also had this same problem, and I didn't know what else to do, so I just decided to enhance a better weapon. After enchancing, the quest to craft the Onidachi came up.
