How to see which weapon can be Skill Evolutioned by Momotarou?

You can't make just any skills go past rank V. To answer which skills as well as the second part of your question, read this.

That's right. I'm told that the requirement for rank V through identification is Shizuka's Identify skill needs to be at level 8 (inclusive of Amaterasu's bonus). Unsure about Yoshitsune's Swordsmith skill.

"Can I select parts of the costume, as in character creation? Or must I wear the whole outfit?"

You can wear parts, you don't need to select the whole costume.

I know this has been asked already but it hasn't really gotten a clear answer. Does the difficulty of a dungeon affect the rare boss item drop rate? I tried getting a scorching furnace at suzaku mansion like 10 times for each difficulty but have only gotten 50 hiderigami's sighs.

Also is it better to have 4 aff mags (without reaching cap) or 2 aff mags and 2 skill force mags?

Depends on the values of the Magatama. If the 2 Affinity Magatama increase your Attack value shown in the status screen by a larger percentage than the Skill Force Magatama increase your Skill Force, then they are better. Otherwise the inverse is true.

For your question regarding drop rates....

There's no sure way to know cause everything revolving around drop rate is based on speculation. I mean, when I farmed cave of screams for dried tongue on hell difficulty, I had up to 3 hours of farming with absolutely no drops. Then another day I went to farm again, I got 4 dried tongue out of 5 trips.

With that said, I do speculate that higher level mobs have better rate at giving rare drops. Two of the notable ones are soft bill and broken fish rod. I remember in early days farming those 2 drops for side quest was such a pain cause they never seem to drop from the field mobs around the first two towns. Then when I hit momiji cave in kaga, the drop rate for those two drops are insanely high, like 1 drop out of 3 or 4 mobs.
