Gungnir can only be obtained via a recipe in Yoshitsune's weapon smithing menu. There is a quest that gives this recipe *somewhere* but I don't know where; needs a pine staff enhanced to +32 (iirc) and crow feathers.

Pine staff try Training Ground Hell difficulty in Onigashima, try Bronze/Silver weapon.

The other option would be Daiku Cave Hard/hell - i prefer hard, cause of marbles. But Training Ground is faster.
