The item in question is a material item known as Sugarcane. It's part of an upcoming event and has yet to be localized. I do not believe that it was supposed to be added to the drop table yet, but there's no harm in stockpiling them while you can.

Sugarcane is part of the Summer Festival event going on in the Japanese version right now

You only need 10 of them for a quest but it's repeatable and it gives you partner items so might as well stock up on em

I figured that it was an item that was not localized, but to see that it's part of an event going on in the JP version makes sense. Something that is going to be added to ours sooner or later? Or something that will be slightly modded to fit western holidays?
