I have a problem, I am level 52, Currently doing Kaga storyline, and my Yoshitsune's level 15, yet i do not have the crafting option unlocked. i do have smelting though.

I think weapon crafting is one of the early sidequests.
Odd that you don't already have it, though.

I'm hoping Cyberstep fixes this if it is a bug, if not, then i'll just leave, as there isn't anything i can do in game at this point.

Could you provide screenshots and (since the GMs will tell you to do this anyway) try reinstalling the game to rule out client corruption?

You have a "Weapon Enhancement", "Smelting" and "Weapon Smithing" option, Smithing is the crafting option.
The 3rd-4th quest obtained at the beginning is a "Smith this weapon" quest, however don't believe crafting that weapon is needed to unlock the feature but the starter quest is needed however, not possible for you not to have accepted the quest since the quest is practically forced on you.
In order to Smith weapons you must smelt weapons first to a specific level.

Thank you for providing the screen-shots.
This is either a bug like you claim or you failed to receive the Smithing quest, recommend you to run back to Onigashima.
Look around the map to see if you missed any side-quests, or better yet; check your own quest-log for any low level quests you might currently have. If you're still having issues, you may check this link where another player has requested assistance.
If you do not wish to check the link, all is stated is that you must have the recipe for the LvL 10 Weapon that is first given to you, hopefully this recipe is not thrown away, reason that's said is because not sure if it's obtainable in any dungeon.
If it's stored in your storage, take it out and talk to Yoshitsune.

Also, that bow you've smelted to +50 is not used in any weapon recipe not that i'm aware of,
usually weapons which are Blue-Stars are used in Smithing.
