[Help] Download in the Background

So I haven't been on for while and I'm trying to play but when I try to log in a download thing pops up. I click "Download in the Background" But it doesn't do anything. It won't log me in or let me play. How do I fix this?

All that download in background does is close the progress bar and put it in the lower left. If you've downloaded enough of the game (90%?), you can get into the character select screen. After that, you have to finish the download before you can continue.
