I need help.

So I'm doing all my main quests and sidequests... Yet the new quest dungeons are rapidly increasing in level (beyond my level, 29). Am I doing something wrong? On a related, frustrating note, It took me 6 tries to solo "Yellow Dragon Spire" but now the quest won't finish. It says I cleared the spire, but that I need to report to Regent Tokimasa now. I looked up that name and there's no NPC. Help?!?!

I finished that instance completely and didn't see anyone else. Do I need to do this again...? It already took me 6 tries to do it the first time on normal...

Regent Tokimasa is at the end of Yellow Dragon Spire. If you still can't find him there, maybe we can call it a bug.

After finishing the instance, you have to actually walk through it instead of hitting the leave dungeon button.
