Tbh it would be more fun and entertaining with revive skills.
The thing that needs to be limited is the number of people allowed to participate.

I disgress very heavily.
This game is balanced towards Player-To-Enemy, which means monsters (Enemy) have much higher (or much lower) stats than a player would at that same level(let alone minion, mid boss and boss-type enemy).Because of this, PvP can't be balanced. Other than usual dueling for braggin rights, it would be a complete error to make PvP a competitive format.
That said, most players want PvP because they automatically associate PvP to competition, which isnt correct. PvE can, and is pretty competitive when ruled properly. Stuff like Server vs Server ranking competitions. (ex.: Fastest dungeon clearing, most times cleared dungeon, most times killed mob).
Now, onlin games exist because Sega wanted to make Dreamcast something special. (Phantasy Star Online was the first Console Online game).
And now, something I want to lecture you on: If you think people who don't like PvP are casuals, you might as well be asking yourself why do you want pvp. You have a whole game experience (story background, bgm, "somehow challenging bosses", nice gameplay for the genre the game is) that you will most likely be skipping just so you can grind the fastest way possible to top level so you can drop the game because you've hit max level and equip already and haven ointerest in whatosver. Most people will be doing massive grindfest on official launch, which doesn't make you anything other than casual, as well.
Sidenote:
Most other MMO's into the action genre do Capture the Flag type Player-versus-Player.
