Though competing for levels... is not really fair for people who do not play as much. It does not really prove for an equal ground of competition in this game. Because In some cases it is literally... who played more.
I hope this thread does not promote carrying as a good thing..., because through my experience of parties have become...an undesirable place for me to join
I am sure it is not a coincidence that some people on your list seemed to me ask toxic players :p because a competition for levels...
literally values the quantity of experience points, not the quality of the game-play. So to be at the top... I would have to invest more levels or boosts... and time... and pretty much tell my party "don't attack the mobs, my exp is more important than yours"
Those are some of the types of players on your list that I have met :p

Went in with a party that has a member or members of higher levels. When I kill off some mobs, they say.... HEY! FOLLOW ONLY.
While I do leech when I want to do some work/watch shows/get bored of grinding or when I was significantly underlevel/undergeared for the grind and carry 4 leechers when I want to maximize a xp boost, I specify on the party title, that way people who join know what they're getting into, I have no problems with parties that specify leeching/carrying. What I do find an issue is when people just join a party(nothing specified) and just automatically conform to the leech/carry system (I myself have been guilty of this before but then again, shows how this mindset had been rooted in the community).

I agree with the other points and how they shouldn't be common behavior, but I do want to point out this one. In my case, I only tell people to stop doing anything if one of the following occurs/is occuring:
A) You take the aggro then run around like a chicken with its head cut off and therefore make it shoot projectiles in 360 degrees AND GET ME KILLED TWO OR THREE TIMES. I don't care if it happens once or if you can kill the mob before this happens.
B) I'm the "carry" for a leech party. The goal of this system is to obtain as many runs as possible in the allocated time, and therefore increase the xp gain to be efficient enough that it's more worth it for the "leechers" to still still and do nothing instead of try to clear in their own party.
C) You are intentionally trying to bait the mobs to kill me. I'M LOOKING AT YOU, RHYTHM.
