Hmm... Dazzling Capital seems to be relatively exclusive Liquor. From my understanding after using the wiki, no one can buy Dazzling Capital from the shop (unless the wiki is missing information...?). It seems to be only available through "On the House." Your way of using Dazzling Capital with Meditation never occurred to me before. It's a very interesting pairing.
Dazzling Capital or Wheatsplosion can be obtained at "On the House" Level 6 (Friendship Levels 23-26) with the Golden Ladle. Dazzling Capital can also be obtained "On the House" Level 7 (Friendship Levels 27-29) with the Golden Ladle. No other acquisition method seems to have been recorded on the wiki...

It is literally the most important alcohol. Not maxing Ibaraki is just silly. You already get drunk way too easily.
Not having Chidori requires the player to have at least one more offensive weapon.
Some weapons cannot even function without Chidori. For example, I can't even infinitely use Asura spin with axe unless I have THREE axes and chidori. Taking chidori away would force me to have more than four axes with double asura, which is flat out impossible.
I definitely hope it's tradable. It's worth checking out.
Also, it seems that your recommended level for Ibaraki is MAX level in order to add resistance the drunkenness effect. That's an understandable reason.
