One would assume that it means as follows

Have 10 of Kappa's Monster Card (Simple)
Have 10 of Punk Kappa's Monster Card (Simple)
Have quite literally 7 spears of +40 or more. It must mean enhancing, not level requirement, if that's what you were thinking. Alternatively, if you're under level 40 (Not sure what level you are), it does mean level requirement. But my bet's on enhancing.

And what I understand it says

"Own 7 x level 40 or more spears."

Collect a few low level spears and upgrade them a lot, see if it changes.

You need to upgrade spears to +40.

And what I understand it says

"Own 7 x level 40 or more spears."

To add to this, Ryxa is correct.

In the Japanese version of the game, they refer to enchantment as the weapon level as well. The minimum level is separate from this. For this title specifically, you must have 7 spears that are +40 or higher. The minimum level of the spears are not relevant, but you cannot be equipping the weapon for it to count as one of the 7.
