Can't Evolve?

I got my Venom Shot 1 to lvl 10 and kept using it for a while to make sure it was maxed. I go to Momo (as I call him), but tells me none of my skills are ready to evolve. I've heard some of them can't be, is this one? The bar is full (I don't get the 98 at the end) and used it for 2 days like that, yet Momo still insists I have no skills ready to be evolved. This whole thing confuses me greatly. I should mention I'm level 25 using a level 21 great bow.

If you can't evolve the venon shot then it means that particular weapon you want it on/any others you have in your inventory at the time do not have the double-border that indicates that a skill can be evolved

So it's possible then that this particular skill on this particular weapon can't be evolved? I've used it for the past 3 days and when I went to Momo, the weapon didn't even show up as having the possibility of being evolved. I know my other skills are nowhere near ready. I'm not to bad on the other stuff, but this whole skill business confuses the crap out of me.

Im actually having same problems with same skill. Venom shot I will not evo and Ive been using it for days now. Ive been killing low lv things with JUST that skill to try to get it ready to evo and my bow wont even show up in Momotarous evo thing. Its also happens with Rappid Shots I. Are the lv ones just not able to evod or am I missing sumthing?

Venon shot I needs to be maxed lvl in which case for rank I it is lvl 10. The double border is a randomly generated chance on any weapon with that particular skill and rank so if the weapon did not get that chance, no matter how many times you lvl the skill/use it if the weapon didn't meet the randomly generated chance you won't be able to evolve the skill.
