Why is this ougi skill so weak compared to other skills o.o

True, it is a multi-hit skill that only deducts 7 durability from certain hits, allowing you to sometimes use no durability at all. Decent AoE that works on bossing and other stationary targets, but not so much on moving targets. Water Cannon has a range of around 20m, outside the aggro range of some bosses and most enemies.

True i understand you have a good point but still needs a little buff in my opinion it is extremely low for an ougi skill that is Rank 6

You just need to level it up. For whatever reason, Rhythm and I have noticed High ranking skills (Especially Ougi and skill cards) are only stronger after you level them quite a few times.

To give an example

My Ougi - Eternal Thunder currently does 100k crits to tsujigami in 5 man hell mode secluded.

When it was level 1, I believe it was doing like 50k crits...
