how to unlock smelting?

I keep reading that if I level my weapons to 10 that ill unlock a quest for smelting but I have 4 weapons at 10 (which by the way is the max lvl for me because I cant smelt). I'm really confused, if anybody can help me it'll be much appreciated.

Finish your crafting quest and then +10 a weapon again.

Upgrade your relationship with Yoshitsune (by giving her presents) up to lv.2 I think. And finishing the crafting quest.

Also progress your main story to reach the lv.2 with Yoshitsune.

Thanks guys for the response but it was because I had the weapons on favorite, once I took favorites off the quest came up.
