yeah, they say +7 skill rank.

I think OP was asking something similar to "Rank 5+ Oodachi Skill Force +3%"

So does that mean you need V rank skills for that to take effect? If so, where the fudge do you get the ones with Rank 10+?

Rare end-game weapon drops that has at least rank 8+ skills on them; and if one is really lucky, that also have available Skill evolution slots on the said rank 8+ skills.
